E-Turquality is the support programme the Ministry of Trade designed specifically for the IT sector. It targets companies operating in sub-sectors such as software, mobile applications, digital games, artificial intelligence, financial technology, cyber security and SaaS, and selling services abroad.

Its appeal is the breadth of scope: market entry, overseas promotion and advertising, trade fair participation, software and platform costs, certification, consultancy and qualified personnel employment can all be supported under one roof.

The demanding part is the process itself. Being admitted to the programme is an application in its own right; after that, each support item requires its own claim file, its own calendar and its own document set. We run both stages end to end.

Who is eligible?

  • Companies established in Türkiye operating in one of the IT sub-sectors.
  • Companies selling services or software abroad and able to evidence it through contracts, invoices and foreign currency inflows.
  • Structures meeting the corporate capacity criteria (financial statements, staffing, corporate processes).
  • Companies whose admission application has been approved — support items can only be claimed after that approval.

    Admission application

    The file required for the company's admission is prepared and submitted, and the authority's requests are answered.

    After approval, we identify the support items that best match your budget and draw up an annual utilisation plan.

    Claim files

    For each item we collect the supporting documents, prepare the file and submit it within the deadline.

    Annual follow-up

    We track regulatory changes and set next year's plan in advance. You hear about changes from us.

Frequently asked questions

What is the difference between Turquality and E-Turquality?

Turquality is aimed at companies exporting goods, whereas E-Turquality is specific to the IT sector and covers sector-specific items such as software development, platform commissions and data centres. For IT companies, E-Turquality is the right programme.

How long does admission take?

Where the file is complete, assessment usually takes a few months. What actually extends the timeline is a file being returned for missing documents — which is why we put particular effort into closing gaps before filing.

Do support rates and items change?

Yes. The programme is updated regularly by Ministry decisions, and both supported items and rates change from period to period. That is why we plan annually and notify our clients separately whenever something changes.

We are a small team — does applying make sense?

The programme looks for corporate capacity, but that does not necessarily mean being a large company. In the initial assessment we check whether you meet the criteria, and if you do not, we point you to programmes that suit you better rather than letting you spend time on an application that will not land.
